Fitness to Practice

Being fit to practice requires an EMT at any grade to have the skills, knowledge, good health and good character to do their job safely and  effectively, this includes those registered with other agencies. 

All full registrants of the UKREMT must be “Fit to Practice” 
When we say that a registrant is ‘fit to practice’ we  mean that they have  the skills, knowledge and character to practice their profession safely and effectively. However, fitness to practice is not just about professional performance. It also includes acts by a registrant which may affect public protection or confidence in the profession. This may include matters not directly related to professional practice. We will always investigate if an allegation is made that a registered EMT does not meet our standards for skills, education and behaviour. If necessary, we will act by removing them from the register permanently or for a set period of time. 

Concerns about a Registrant

If you have concerns about a registered EMT and believe they are not fit to practice, please contact us via email to ftp@ukremt.co.uk (with a subject line of “UKREMT FTP”) with your concerns as we maybe able to resolve your concerns via our informal procedure before taking it to the FTP Panel. 

We investigate various allegations including:

  • Misconduct 
  • Lack of competence 
  • Not having the necessary knowledge of English 
  • Criminal behaviour 
  • Serious ill health.

    It is our role as the UKREMT and as a Charity to make sure that the EMTs fitness to practice is meeting our standards, while they remain on the register. It is not the duty of patients or the public or indeed facebook groups to decide whether a registrant is fit to practice. However, they can raise their concerns if they feel the safety of patients or the public are at risk. We are not responsible for regulating hospitals or other healthcare settings. 

Any  registrant found on any social media platform bringing a registrants FTP into question or in that matter the UKREMTs will be suspended under FTP as failure to raise a concern on a registrant when you have  concerns, is in itself an FTP question on your own registration.

We do not regulate paramedics or nurses as they are regulated by their own registration schemes. However, if a concern is raised on a paramedic or nurse on the UKREMT register this will be forwarded to the FTP panel of their relevant body as a matter of due dilligence on our part.

The UKREMT CODE

The EMT Code presents the professional standards that full registrant and associate registrants of the UKREMT must uphold in order to be registered with us. 

Effective from 30th January 2018 and updated 2022 and this Code reflects the world in which we live  and work today, the changing roles and expectations of those that work in the arena of pre-hosptial care as both EMTs and those just entering the profession as associate registrants. 

It  is structured around four themes – prioritise people, practise  effectively, preserve safety and promote professionalism and trust. 

Developed from the NMC code and with some of our Fellows who passionate about  good pre-hospital care, the Code can be used by EMTs as a way of reinforcing their professionalism. 

Failure to comply with the EMT Code may bring their fitness to practice into question.

Historic Fitness To Practice Hearings,

  • Registrant: Yes (Full)
  • Date: October 2017
  • Allegation: Working out of Scope, following FTP raise a concern form from London Ambulance Service and potentially on fake certificates
  • Hearing Outcome: Did Not go to full FTP Hearing
  • Result: Registrant asked to be voluntary removed from the register, as he was fed up with industry and was leaving so did not need to be on any register
  • Registrant: Yes (Associate)
  • Date: January 2018
  • Allegation: Fake Certicates issued by self, claiming qualifications that does not have
  • Hearing Outcome: Did Not go to futher investigation or full FTP Hearing
  • Result: Registrant asked to be voluntary removed from the register, as he no longer wished to be registered for personal reasons
  • Registrant: Yes (Associate)
  • Date: January 2018
  • Allegation: Associate registrant applied for full membership with a fake certifcate
  • Hearing Outcome: Did Not go to a full FTP Hearing as it was found during investigation that registrant was NOT to blame.
  • Result: Registrant was allowed to remain on the register as an associate as it was found that he was the victim of a scam FREC3 course  put on by a training company that was not an approved Qualsafe centre as confirmed by Karen Murdock the Qualsafe Awards Operations and  Compliance Manager at the time that the course supplier was not a centre approved for FREC3 and should not have been issuing certifcates with this title, registrant was a victim and as such remains on the register at grade C – Associate
  • Registrant: Yes (Full)
  • Date: May 2018
  • Allegation: Grades claimed could not be proved in IQA inspection, following a concern raised by a member of the public
  • Hearing Outcome: Did Not go to FTP Hearing as we instead offered to downgrade registrant to EMT 2 (E)
  • Result: Registrant asked to be voluntary removed from the register, as no longer wished to be registered at the grade offered as felt he should be a Technician – EMT 3 (F) grade. However as we would not allow this as he could not supply certificates to grade. So he wished to be removed from the register instead of downgrading
  • Registrant: Yes (Full)
  • Date: September 2022
  • Allegation A: Working out of Scope, as it is alleged member has limited or no military qualifications and a further allocation that potentially these may be fake.
  • Allegation B: He never served in the Military as a CMT as such the certificates are fake. 
  • Allegation C: That has an undeclared convictions that would bar a person from registration.
  • Allegation D: He does not hold a blue light driving qualification.
  • Interim Result: Registrant has been asked to supply addition  evidence to support his claimed grade and for an updated DBS or Scotttish Equvilant within a 14 day timeframe prior to any futher action  or hearings. However in the interim period his registration is placed  as “under review”.
  • Hearing Outcome (across allegations A-D): Investigation with the MOD direct to his unit PASO with in the claimed unit confirms MB did serve and that all his qualifications from his period in the Military are genuine and valid, However, as he since his initial UKREMT registration has now left the military (2021), he can no longer be registered at EMT 3 (F) level and therefore his highest civilian qualification is FREC4 (awaiting workbook). The military could find no record of a blue light course and MB has yet to prove competence at this skill via an external  certification for emergency driving. Regarding the convictions nothing shown on the last DBS would bar MB from registration as are from 2016 and he did declare his conviction at the time of registration and the UKREMT do believe that people can change and that MB learnt his lessons since the 2016 legal issues. MB did not contest findings in the timeframe given under the UKREMT FTP Policy.
  • Result: Registrant downgraded to EMT 1 (D) until has completed his FREC4 workbook and at that time only (once submitted) will be allowed be upgraded to EMT 2 (E). This is in line with current UKREMT guidelines for ex military medics. Entry showing not an emergency driver until such time as evidence submitted. 
  • Registrant: Yes (Full)
  • Date: December 2025
  • Allegation: Grades claimed could not be proved in IQA audit inspection, following a concern raised by an employer
  • Hearing Outcome: Did Not go to FTP Hearing as we instead offered to downgrade registrant to EMT 2 (E)
  • Result: Registrant agreed his NREMT (USA) EMT(B) was only equvilant to FREC4 Grade E on the PHEM Framework. Registrant did however prove that he held a blue light driving qualification of suitable standard and with his NREMT EMT(B) did give him equivilance of an ECA here in UK.
    *** Registrant will be registered as an ECA – Grade E on the PHEM Framework.
